Relating to providing that any city which has once acquired the right to levy, and has exercised the right of levying taxes not to exceed for any one year two and one-half per cent of the taxable property of such city for current expenses and for the purpose of construction or the purchase of public buildings, waterworks, sewers and other permanent improvements.
