Relating to amending and repealing certain articles; providing that pending an appeal from a conviction of a felony a defendant shall not be entitled to remain on bail or to give bail upon entering a recognizance in the court of conviction; providing for the fixing of the amount of recognizance or bail bonds in misdemeanor cases.
