Relating to authorizing the Commissioner of Agriculture to investigate unfair trade practices and unfair methods of competition in the milk industry of the State of Texas, and to issue rules and regulations governing and controlling these unfair trade practices and unfair methods of competition, and setting forth the methods of procedure to be followed, and providing penalties for violations.
