HJR 23, 43rd R.S.
Proposing amendments to the Constitution of the State of Texas, so as to repeal all provisions of the Constitution levying, authorizing the levy of, or permitting the levying of, an ad valorem tax on property, located within the State of Texas, and directing the Legislature to enact laws to raise sufficient revenue for the economical administration of government, including the subdivisions of the State, from taxes other than ad valorem tax on property.
