Relating to authorizing and empowering parties to make the State of Texas a defendant to causes of action affecting real estate for the purpose of determining priority of liens whenever it appears that the State has a recorded judgment lien or liens on such real estate where such judgment lien arose out of a judgment of forfeiture of a bail bond.
