Relating to requiring Courts of Civil Appeals to certify to the Supreme Court for its decision any question of law involved in a case of which the Supreme Court cannot take jurisdiction by writ of error, and which is important to the jurisprudence of the State, and has not been previously decided by the Supreme Court.
