Relating to vesting in the Railroad Commission of Texas the authority to regulate the safety of motor vehicles to be operated under permits and certificates issued by the Railroad Commission, and to regulate and control the number and size of boxes, packages, and barrels or bales that may be transported on any such vehicle.
