Relating to granting to the governing bodies of all cities, towns, and villages operating under certain statute, in addition to the powers they now have, the power to establish, or erect, or cause to be established, or erected warehouses and elevators for the storage of agricultural products, cold storage plants, abattoirs, and ice manufacturing plants.
