Relating to validating all ad valorem tax levies heretofore made by incorporated cities and towns in the State of Texas which levies are unenforceable because of the failure of the governing bodies of such respective incorporated cities and towns to make such levy or levies by ordinance, and which are unenforceable because of the failure of such governing bodies to appoint the statutory board of equalization.
