Relating to providing for the issuance of State relief bonds, to be designated "Texas Relief Bonds-Second Series," in the sum of Four Million Dollars ($4,000,000), under Section 51a, Article III of the constitution of the State of Texas; providing for penalties for misappropriation of funds and/or for making false statements or misrepresentations in order to secure money for relief.
