Relating to amending amending a certain Article of the 1925 Revised Civil Statutes; providing qualifications prerequisite to exemption from taxation for institutions, except those owned by the State of Texas, the function of which is the care of, or ministration to, sick or infirm humans, by providing that such institutions, to claim exemption from taxation, must allow all reputable licensed physicians and/or surgeons the use of its facilities.
