Relating to prohibiting the operation of, or permitting the operation of, any freight train consisting of more than seventy (70) freight cars or other cars exclusive of caboose, and prohibiting the operation of any passenger train consisting of more than fourteen (14) cars on any line or road or any portion thereof in the State of Texas by any person, firm, association, company or corporation operating any railroad in the State of Texas.
