Proposing to amend Article XVI of the Constitution of the State of Texas, providing that hereafter the Legislature shall have the power to regulate and control the importation, manufacture, distribution, barter, and sale, either at wholesale or retail, and traffic in all vinous, spirituous, or malt liquors, providing for local option on the question of the sale of intoxicating liquors of various alcoholic content for the purpose of human consumption.
