Relating to authorizing any county or district, organized or which may be hereafter organized, in accordance with the laws of the State of Texas, to purchase for the use or benefit of the people within and adjacent to any such county or district, or the use or benefit of the people within and adjacent to any such county or district, or the use or benefit of a portion of the area of such political subdivision served thereby, work, buildings, equipment, together with all the rights, land and easements appurtenant thereto and necessary therefor, for rendering irrigation, flood prevention, drainage, water supply and/or sewerage.
