Relating to amending and adding a new Section to a certain Senate Bill of the General and Special Laws of the 43rd Legislature (2nd C.S.); the issuance of bonds, notes, or warrants payable from revenues other than taxation, for the construction, maintenance, and operation of certain improvements in certain cities, and authorizes such cities to borrow money from the United States Governments or other Federal Agencies, or from any person, firm, or corporation.
