Relating to providing for the creation of a fund to be known as the Industrial Revolving Fund of the Texas Prison System for the use of said system in the purchasing of supplies and materials for tag plant, shoe and print shop and other industrial and delivery of finished products of said system, and providing for the payment into said fund by the State Treasurer out of moneys remitted to him by the general manager of the State Prison System.
