Relating to prohibiting the State Highway Department or its agencies to change the natural course of water shed on highways so as to divert upon privately owned property adjacent to such highways, unless the owner of such property has given his consent thereto in writing permitting adjacent landowners to divert water form their own lands or to the public roads and highways of this State.
