Relating to amending certain Act prescribing additional powers and duties of the Commissioners' Court in counties having a population of not less than seven thousand eight hundred (7,800) and not more than eight thousand (8,000) by changing the classification of counties eligible under said Act, by enlarging the duration of the period during which county-wide taxes may be levied hereunder.
