Relating to amending the rural aid and equalization fund law by reallocating the moneys appropriated in said law, including specified amounts to match Federal Funds appropriated for the purpose of conducting work in Vocational Agriculture, Home Economics, Trades and Industries, General Rehabilitation and Rehabilitation for Crippled and Defective Children, attaching conditions, regulations and limitations relative thereto.
