Relating to ratifying, confirming, and validating all acts and orders, and attempted acts and orders of County School Trustees, Boards of County School Trustees, County Boards of Trustees, County Boards of school Trustees, Commissioners' Courts, Boards of Trustees of Common Independent and County Line School Districts, and all elections and attempted elections of Common, Independent, and County Line School Districts, relating to the laying out, establishment, combining, abolishing, changing of boundaries, detaching territory from, or annexing territory to, any such school district, except where contests of same may be pending at the time this Act becomes effective.
