Relating to amending a certain Act authorizing the San Jacinto River Conservation and Reclamation District, a State Agency, to negotiate and deal with the United States of America or any of its agencies and/or others, to aid in securing funds to make investigations and in acquiring the necessary lands, leases, easements, and/or acquittances, public structures and reservoirs suitable for the control of floodwaters for the San Jacinto watersheds declared to be a public calamity.
