Relating to amending and repealing certain Acts making the Texas Prison Board of Commissioners, which shall be composed of three (3) members to be appointed: one by the Governor, one member to be appointed by the Lieutenant-Governor, one member to be appointed by the Speaker of the House of Representatives.
