Relating to validating and approving all proceedings had by the Board of Directors of any Water Control and Improvement District situated wholly within one county and containing not exceeding three thousand five hundred (3,500) acres of land, and created for the purpose of the construction of improvements for a water purification and distribution system, together with a sanitary sewer system.
