Relating to amending a certain Article of the Revised Civil Statutes to include within the regulatory provisions thereof, persons, firms, associations, partnerships and corporations engaged in certain business activities within this State, whether in private or public work, and which employ more than three (3) persons; providing penalties and the enforcement thereof; prescribing the duties of the Commissioner of Labor Statistics.
