Relating to amending statutes so as to prohibit all sales and deliveries between 11:00 P.M. and 7:00 A.M., of liquor, beer or any intoxicating drinks or packages containing the same; providing a penalty for the owner or operator of the premises in any case where he permits the drinking of intoxicating beverages after certain hours; providing a penalty for any person who drinks any intoxicating beverage in any public place during certain hours.
