Relating to repealing Acts authorizing the Commissioners' Court of any County having a population of One Hundred Thousand (100,000) inhabitants or more, according to the last preceding Federal Census, to issue bonds for the purpose of refunding any and all outstanding indebtedness of such County, chargeable against the General Fund which existed in April 30, 1941.
