Relating to defining the term "oil mill", providing that each oil mill shall maintain a cotton-seed testing laboratory on or within 1000 yards of the premises where the oil mill is located and providing that said laboratory shall be staffed with at least one chemist who shall be qualified to make chemical analysis of cottonseed; providing penalties for violating the provisions of this act; providing a saving clause.
