Relating to amending certain Acts by authorizing, empowering and directing the State Board of Education to adopt, purchase and distribute free text-books for the teaching of the Spanish language, and not exceeding three (3) supplemental books in Spanish for use in designated grades or sections of grades in elementary schools.
