Relating to providing for the protection of the public health; prohibiting the sale of meat or meat products or meat food products or offer for sale or to process meat, meat food, or meat food products from any animal which died other than by slaughter; or offer for sale for human consumption meat from the carcasses of horses, dogs, mules, donkeys or cats.
