Relating to providing for escheat of unpaid and unclaimed proceeds of oil, gas or other mineral producer, transporter, processor, or purchaser to credit of or owing to any owner thereof, and remaining unpaid for two years or more from the accrual of such proceeds subject to the provisions hereof; providing penalties for violation of provisions hereof; repealing all laws in conflict herewith.
