Relating to amending certain Article relating to a ten-year period of limitation on recovery of lands by adding a provision that the same shall not operate to defeat the right of action asserted by a record owner when such record owner has not permitted taxes on the property concerned to become delinquent during the ten (10) year period of adverse and peaceable possession.
