Proposing an amendment to the Constitution of the State of Texas providing that no county shall be entitled to more than five (5) Representatives unless the population of such county shall exceed one million (1,000,000) people as ascertained by the most recent United States Census, in which event such county shall be entitled to one additional Representative for each two hundred thousand (200,000) population in excess of one million (1,000,000) population as shown by the latest United Sates Census.
