Relating to amending the Penal Code of Texas, making it an aggravated assault for an employee of any eleemosynary institution of the State of Texas to commit an assault or battery upon the person of an inmate of an eleemosynary institution; making the act cumulative; repealing all laws and parts of laws in conflict.
