Relating to appropriating one million eight hundred ten thousand and four hundred fifty six dollars ($1,810,456.00) per year from the General Revenue Fund for the purpose of promoting public school interests and assisting local districts in the teaching of vocational agriculture, etc, and for the vocational rehabilitation of disabled persons; repealing all laws or parts of laws in conflict herewith.
