Relating to reorganizing the First Judicial District of Texas to be constituted of Jasper, Newton, Sabine and San Augustine Counties and to provide for the terms thereof; and to create the 128th Judicial District of Texas to be composed of Orange County, Texas, only, and to provide for the terms thereof; repealing all laws or parts of laws in conflict.
