Relating to validating and declaring to be negotiable instruments certain securities heretofore issue by Counties, Cities, Towns, Districts and all other political subdivisions, etc, and all renewals and refunding thereof originally acquired from the issuers by the United States Government and its Agencies; validating all proceedings for the issuance of refunding bonds in lieu thereof; perscribing a saving clause; enacting other provisions relating to the subject.
