Relating to amending the State Bar Act so as to empower the Supreme Court to prescribe fees of not less than Five Dollars ($5) per annum per person for members of the State Bar to be paid to the Clerk of the Supreme Court and to be expended by the Court or under its direction for the purpose of the administration of the State Bar Act.
