Relating to providing that in counties of more than ninety-thousand (90,000) inhabitants and less than one hundred and fifty thousand (150,000) inhabitants according to the last preceding or any future Federal Census and having an assessed valuation on property for ad valorem tax purposes of more than One Hundred and Twenty-Five Million Dollars ($125,000,000) that the Commissioners Court shall fix the salaries of the commissioners of drainage districts; providing a severability clause.
