Proposing an Amendment to the Constitution so as to provide for annual meetings of the Legislature, shorten the regular terms to sixty days instead of one hundred twenty days, fixing the terms for convening, providing that the first twenty days shall be devoted tot he introduction of bills and resolutions, acting upon emergency appropriations, passing upon confirmation of recess appointments of the Governor, and such emergency matters as may be submitted by the Governor in special messages to the Legislature; providing for an election upon such proposed Constitutional Amendment and making an appropriation therefor.
