Proposing an amendment to Article III of the Constitution of the State of Texas providing that the Board for Texas State Hospitals and Special Schools shall have the power and authority to issue and sell bonds of the State of Texas not to exceed the sum of twenty Million ($20,000,000.00) dollars bearing interest not to exceed two and one-half (2 1/2%) percent per annum and to mature not to exceed ten years from their date, to be issued for the purpose of constructing and initially equipping buildings or other permanent improvements at and for the various eleemosynary institutions of this State; providing for the necessary proclamation and including an appropriation to defray the expenses of the proclamation, publication and election.
