Relating to authorizing the Commissioners Court of Gaines County, Texas, to issue the Road and Bridge refunding bonds of said County, bearing interest at a rate of not exceeding three and one half per centum (3-1/2%) per annum from date for the purpose of refunding all outstanding interest-bearing coupon time warrants of said County outstanding and unpaid as of January 1, 1951, and describing the method of issuing such bonds.
