Relating to the revocation and cancellation of the authority to issue bonds of counties and incorporated cities or towns; authorizing the Commissioners' Court of any county and the governing body of any incorporated city or town to order elections for the revocation or cancellation of their authority to issue bonds heretofore voted but not sold and delivered.
