Relating to making appropriations for the operation, maintenance, and improvement of the several Sate institutions of higher learning, and for certain other educational agencies of the State, for the two fiscal years beginning September 1, 1951 and ending August 31, 1953, both dates inclusive; prescribing certain restrictions and procedures respecting the expenditures and finances of said institutions of higher learning and educational agencies.
