Relating to making appropriations to supplement local funds for the support and improvement of accredited public junior colleges of Texas for the two-year period beginning September 1, 1951 and ending August 31, 1953; prescribing a penalty for the deliberate falsification of records used as a basis for apportioning said appropriated sums.
