Proposing an amendment providing that during the first seventy-five (75) days of any Regular Session it shall not be in order for the Legislature to consider any appropriation bills except those necessary to provide for the expenses of the Legislature, to pay judgments against the State and, in emergencies, to provide for the public defense until the biennial appropriation bills.
