Relating to amending certain Acts and authorizing the Chairman of the State Highway Commission to convey title to or interest in land acquired by the State for highway purposes where after the acquisition thereof such land or interest in land is no longer needed for highway purposes; authorizing the Chairman of the State Highway Commission to exchange such property or interest for other property or interest needed by the State for highway purposes; providing a priority system for the disquisition of such lands.
