Relating to levying and allocating certain Taxes to provide revenues for the payment of Old Age Assistance, aid to destitute children, and to the needy blind, obligations of the State under Teachers Retirement Act, revenues for the highway system of this State, and for the economical and efficient operation of the State Government by levying certain additional taxes.
