Relating to creating "Green Belt Municipal and Industrial Water Authority," a conservation district comprising the territory contained within the cities of Childress, Clarendon, Wellington, Hedley, Memphis, Paducah and Quanah, for the purpose of providing a source of water supply for municipal, domestic and industrial use and processing, transporting and distributing the same.
