HB 172, 54th R.S.
Relating to prohibiting the governing board of every incorporated city or town in this State from paying to any person, firm, corporation or association any money or compensation for work performed or service rendered in the improvement of any street or other property of such city unless the city has entered into a valid and lawful contract or agreement for such work or service prior to the performance of the work and prior to the rendering of the service; providing that the provisions of this Act shall not be construed as prohibiting the payment of any legal obligation of the city.
