Relating to rights of injured persons against liability insurers; requiring policies or contracts of liability insurance to contain certain provisions relative to insolvency or bankruptcy of the insured and defining rights of judgment holders to maintain actions against the insurer; authorizing direct actions against liability insurers; requiring foreign insurance companies to consent to direct actions against them; repealing conflicting laws; providing for severability.
